The German government has announced the introduction of new migration control rules aimed at more efficiently managing the flow of migrants. After lengthy negotiations, the German Chancellor and the premiers of the federal states adopted new migration control rules aimed at balancing the incoming flow and creating an effective integration system for refugees and migrants.

Innovations to control migration flows

One of the key initiatives is to tighten the requirements for language and professional skills of migrants, including a fixed rate of payments to refugees. Starting in 2024, the federal government will pay an annual flat amount of 7,500 euros for each new asylum applicant, except for Ukrainians. This comes into effect to reduce illegal migration and to distribute the financial burden on the state.

The federal government also promises financial support of 3.5 billion euros for the federal states and municipalities in 2024, including payments to refugees from Ukraine.

In order to prevent secondary migration within Europe, new restrictions are being introduced on social assistance and welfare benefits. Now, the right to these payments will be granted after 36 months instead of the previous 18 months.

With regard to deportations, it is planned to simplify procedures and add Georgia and Moldova to the list of countries of safe origin. Border controls will remain a temporary measure to ensure security.

Chancellor Olaf Scholz calls the agreements a "historic moment," while the opposition has harshly criticized them. The growth of illegal migration is a warning to German society, and the new measures are intended to ensure sustainable and balanced integration in the future.
